Is there a contrast brush in photoshop?Id certainly find one useful and easier than drawing around the area with the selection tool.

Several approaches as usual, but perhaps the most straight forward is to create a brightness/contrast layer with a black filled mask. Then paint on the contrast you want by painting with a brush with a shade of white to add contrast selectively.

Yes, there is a contrast brush in ACR. When you open a RAW image go to the top of the window and you will find the adjustments brush. You can use is with contrast, exposure, brightness etc. Use the "show mask" selection to check your painting, which can be corrected with the erase button.
