Help get rid of rain spots

I took this at Half Moon bay the other day. It started raining and I took a few images with an ND filter and the filter got wet. I took long exposures so i had the aperture cranked up. Is there any process in CS4 that I can use to remove these spots?

I actually like it as it is!

You can burn through some of the white using the black point in levels or 'blacks' in ACR/LR but that will just give more definition to the shape of the spots.

Too big to even think of cloning out.
