This might be a dumb question but exactly HOW do you go about hiring an off duty police officer?

I wouldn't hire them. I'd expect the client and/or city (if this is recording a historical site) to provide it. Most cites have policies regarding off duty officers, and a great many officers augment their income working off duty in bars and private security for various functions.
