It is missing the hex wrenches but includes a pcl-dvl dovetail plate to mount the bottom pcl-1 rotating clamp in an arca type clamp on your ballhead. Both neoprene bags are included.
I bought this from another user who said it was unused and I have not used it either. It is assembled and has some fingerprints on it but no wear or silvering at all.
