can you tell me what the * Lensmate 46mm extension tube for filters/conversion lenses does?

It is a screw-on extension tube to the camera (D-Lux 4) that allows you to either mount 46mm filters or screw on conversion lenses (either wide angle or telephoto to extend the focal range of the camera's 24-60mm zoom).
