The gentleman you refer to is Kaoru Mokunaka. He is the product manager of the X1 and was the product manager of the LC1 (Digilux 2) when he worked at Panasonic.The same person who did the Digilux 2 is doing the X1. Not sure if his role is called product manager or something else hence the word "doing".
One word: sensor size.Why couldn't someone just convince him to take the guts out of a Digilux 2 and just replace them with current technology. A lot of people very happy to buy that camera (leaving lens, and body design untoched).
Those pics would certainly look noise free with a good raw converter. Even my old R-D1 gives cleaner results than that at 1600 iso with C1 v4.the pictures looks noisy.http://dc.watch.impress.co.jp/docs/review/special/20091130_332380.html
