what Causes This to happen in bright light?

If you examine this video I shot of the Chevy Volt, you'll see that whenever I aim my camera towards bright light, I get these spots in the picture. It really ruins things and people tell me to clean my lens (something that I have done). Furthermore, I have seen this happen with a new camera out of the box. This is a simple point and shoot camera, but still I'd at least like to know what is going on here.

Yeah, that's not lens flare, that's dust on your camera's lens. The vertical lines are called sensor blooming and it's a common problem with CCD sensors.
