How can I start a conversation with a other member or send a personal message?

Hover over the name of the member you want to send a personal message to and click the button labeled "Start conversation".

Unfortunately this button isn't shown to me (seems also I'm not the only one with this problem).
Could it be, that it is not available for new members, unless they waited some time or wrote some posts?

Yes, it is to avoid scammers writing on the WTB / FS forum, I think

Yes. The solution is to participate in the forum. Once past a certain minimum amount of participation, the private messaging feature is enabled for you.
